Elasticized, dark cuffs and waistband of the outer jacket keeps cold air out and warm body heat in. The outer jacket is made of fluorescent yellow PVC coated polyester and 3M Scotchlite reflective tape. Outer jacket has nylon lining and includes a double inside pocket, one with a zipper.
